As the governing and policy-making body of the Utah Republican Party, the State Central Committee (SCC) is a deliberative assembly using parliamentary procedure to debate and decide Party policy. Meetings can go on for many hours for the purpose of unhurried consideration and discussion.

Critical policies like using paper ballots vs. cell phones for Convention elections, collapsing precincts to consolidate power, holding elected officials in the party accountable, limiting access to delegate data and how to protect and promote the Caucus system are debated and decided by the SCC at least four times a year. "At each State Central Committee Meeting the dates for the next four meetings shall be announced and notice of these meetings shall be sent with the notice of the Central Committee Meeting."

The purpose of our Review is to give party members a chance to learn what the SCC is working on while giving our SCC representatives the opportunity to inform the grass roots on current issues challenging the party. Weber County has 10 member representatives on the Committee and we will invite all 10 members to join us to share their experiences and concerns and take questions regarding policy decisions to be debated or made by the SCC.

Possible discussion points:
  • What were some of the important issues and how did the debates play out?
  • How do you think our Weber delegation performed?
  • What do you think we could do better?

The State Central Committee meets at least quarterly and must have a quorum in attendance to conduct binding business.
  • Was a quorum present throughout the whole meeting?
  • What business was decided or not decided?
  • Did you personally engage in debate? If so, what motion on the floor did you address?
  • What was your position on the motion?
  • Was the Parliamentarian fair?

Additionally, no business may be considered at an SCC meeting unless properly noticed by inclusion on the agenda.
  • Were you satisfied with the agenda?
  • Did you have any additions to the agenda? Were they considered?
  • What do you believe is the most important item to be on the next meeting agenda?
  • Was anything added to the agenda by "suspension of the rules" that wasn’t properly noticed?

Understanding the process is part of our Education and Training at Weber County Conservatives. Thank you in advance to our SCC members for participating in our Overview Meetings.
