Roberts Rules of Order
Is the code of rules and ethics used by organized societies promoting the orderly and efficient transcation of business through deliberation and debate. Parlimiantary law places the whole membership on the same footing, speaking the same language and treating each other with mutual respect.
Principles of Parliamentary Procedure
- Discuss one subject at a time.
- Allow full and free discussion of each idea presented.
- Treat all members with justice and courtesy.
- Carry out the rule of the majority and respect the rights of the minority.
- Bring together the wishes of the group members to form a cooperating, united organization.
THE RULES
When you’re using Robert’s Rules to deal with different types of rules, you need to know when to follow which rule.
The Supremacy Clause of the Constitution of the United States establishes that the Constitution, federal laws made pursuant to it, and treaties made under its authority, constitute the "supreme Law of the Land", and thus take priority over any conflicting state laws. It provides that state courts are bound by, and state constitutions, Party constitutions and Party bylaws are all subordinate to, the supreme law in the order established here.
Just as the state of Utah cannot make a law that violates the US Constitution, the Republican Party Constitution cannot make a law that violates the Utah State Constitution and so on.

PROFESSIONAL PARLIMENTARIANS SHOUD BE IMPARTIAL ADVISORS
They should avoid getting into the issues being debated and instead focus on the procedure of that debate.
Because the rules are the same no matter which “side” you are on, good parliamentarians are able to advise both sides on an issue.
