THE UTGOP MUST SAVE ITSELF FROM DESTRUCTION
​...and has the constitutionl authority to do so

For years in Utah, Democrats have registered as Republicans simply to get elected. This has been possible because the UTGOP allowed membership by mere declaration. Voters were left confused about who the “real” Republicans were.

The caucus/convention system historically acted as the safeguard. Delegates, chosen by their neighbors, scrutinized candidates and often stopped opportunists who did not reflect Republican principles. To bypass this accountability, Count My Vote and SB54 created an alternate path to the ballot through signature gathering.

What SB54 Actually Requires

SB54 states that when there is only a convention candidate, a qualified party does not have to hold a primary. A primary is required only when a candidate also uses the signature-gathering path. In other words, the state has no authority to dictate Party structure or override the will of delegates.

The U.S. Supreme Court has affirmed that political parties are private associations with First Amendment rights. Parties alone control their membership and their internal nominating process. The state’s only legitimate interest is that a process be “fair and honest"...not that it be designed according to the state’s preferences.

The Republican Party’s Duty

The UTGOP Constitution and Bylaws already require every Republican candidate to:
  • Certify they are not affiliated with another party.
  • Read and accept the Party Platform as the standard for their service.

These rules are not suggestions—they are constitutional requirements of Party membership. The fact that these signed candidate certifications are not publicly available is itself a breach of accountability.

The Solution: Use Our Authority

The UTGOP has full constitutional authority to reform its own nomination process. By amending our Constitution and Bylaws, we can:
  • Require a “modicum of support” for convention candidates through a Party-controlled signature threshold.
  • Limit nominations to the convention process, preventing signature-only candidates from claiming Republican membership.
  • Enforce accountability by requiring candidates to certify support for the Platform and conform to Party procedures.

Candidates who choose to gather signatures outside the Party process in order to make the state's ballot, would lose their Republican membership. They remain free to run as independents or members of another party...but not as Republicans.

Why This Matters

The caucus/convention system is the closest thing we have to true self-government. It gives ordinary citizens, not big donors or outside interests, the power to vet candidates. If we fail to defend it, grassroots participation will be replaced by money, influence, and backroom politics.

The UTGOP must act. Not out of desperation, but out of duty. If we use the authority our Constitution provides, we can restore integrity to our nomination process, protect our platform, and preserve the Republican Party as the true conservative voice in Utah.
